Duties  of  Regional  Officers:

 

Duties of a Regional Chief Chaplain.

 

1.            This Chaplain will be elected by the members of the Region through their District Chaplains, and election of such a member must first be approved by the ESC(SA)  National Executive committee.

2.            He/She will be responsible for an effective chaplaincy service in his/her region.

3.   The Regional Chief Chaplain may not be seen as having any conflict of interests, thus, being a full time employed Chaplain of any organization, and thus be associated to any other organization or group, other than the ESC(SA).

4.            District Chaplains will be responsible to Him/Her.

5.            The Regional Chief Chaplain can appoint a deputy Regional Chief Chaplain to assist him/her in his/her work, should the size and amount of members justify it.  For this, permission of the Executive should be obtained.

6.            He/She must be an active member of the ESC (SA).

7.            He/She must be operative.

8.            He/She must have a minimum of 4 meetings per annum with the district chaplains in the region. 

9.            He/She must be available to attend, and chair, all regional meetings of chaplains in the region.

10.            All decisions regarding the chaplaincy, changes in call-out procedures, active and inactive members, etc, must be approved by the Regional Chief Chaplain.

11.        Where, and when possible, the chief chaplain will attend some of the district meetings.

12.        The Regional Chief Chaplain must be available to attend meetings, and arrange meetings in the region, where he/she can represent the region and represent and promote the work of the ESC (SA). 

13.        The Chief Chaplain must arrange bi monthly or quarterly meetings with the district chaplains.

14.        The Chief chaplain will be responsible to make sure that proper duty rosters are made out by the district Chaplains, and that all chaplains gets an equal opportunity to minister in the areas they feel called to.

15.        The Regional Chief Chaplain should guard against doing most of the calls in the area, as he/she has the responsibility to see that other chaplains get an equal opportunity to serve the Lord in their calling.  The Regional Chief Chaplain may not be the only person called by the control centers, or dispatch rooms, but make sure that a proper roster is available, and all chaplains are equally used, to their availability.

16.        The Regional Chief Chaplain will be responsible to collect all statistics, and call-out forms on a monthly basis.

17.        The Chief Chaplain will be responsible to report any problems regarding the conduct or actions of chaplains in his/her area to the Executive.

18.        The Regional Chief Chaplain must always report any major incidents to the National Executive as soon as he/she are made aware of them.

19.        The Regional Chief chaplain will be responsible for providing the Executive  with annually fully audited statements of their Region.

20.        The Regional Chief Chaplain will make sure that the NPO number of the ESC (SA) is never used for any fund raising,  without first getting written permission from the executive. 

21.        The Regional Chief Chaplain will make sure that he/her or any other member of their regional chaplaincy act as representative of the Chaplaincy to the Media, or make any statement or presentation to the media, or media related organization without clearing it with the executive.

22.        The Regional Chief Chaplain will uphold the Code of Conduct of the ESC (SA), as well as the Constitution of the ESC (SA).  The Regional chief Chaplain should be familiar with Constitution and all bi-laws and policies of the ESC (SA).

23.        The Regional Chief Chaplain have a seat as an ex-officio member on the National Executive, and may attend Executive meetings.

 

 

Duties of a Deputy Regional Chief Chaplain.(optional) 

1.      The Regional Chief Chaplain, with permission of the National Executive, may appoint this chaplain.

2.      He/She will be responsible to the Regional Chief Chaplain, and to assist to have an effective chaplaincy service in his/her region.

3.      He will share in all of the tasks of the Regional Chief Chaplain, and be the Regional Chief Chaplains representative, on request of the regional Chief Chaplain, when the Regional Chief Chaplain is not available to attend, coordinate or supervise events.

4.      He/She must be an active member of the ESC (SA).

5.      He/She must be operative.

6.      He/She must be available to attend, and possibly chair meeting where the Regional Chief Chaplain can not attend, regional meetings of chaplains in the region, and send a written report of these meetings to the Regional Chief Chaplain.

7.      The Deputy Regional Chief Chaplain should guard against doing most of the calls in the area, as he/she has the responsibility to see that other chaplains get an equal opportunity to serve the Lord in their calling.  The Deputy Regional Chief Chaplain may not be the only person called by the control centers, or dispatch rooms, but make sure that a proper roster is available, and all chaplains are equally used, to their availability. Also, this person must make sure that this is happening in all the districts, and that district chaplains adhere to this same rule.

8.      The Deputy Chief Chaplain will be responsible to report any problems regarding the conduct or actions of chaplains in his/her area to the Regional Chief Chaplain.

9.      The Deputy Regional Chief chaplain must always report any major incidents to the Regional Chief Chaplain, or in the absence of the Regional Chief Chaplain, to the National Executive as soon as he/she are made aware of them.

10.  The deputy regional chaplain will uphold the Code of Conduct of the ESC (SA), as well as the Constitution of the ESC (SA).  The deputy regional Chaplain should be familiar with Constitution and all bi-laws and policies of the ESC (SA).

11.  This position is not an authoritive position, and only a supportive position to the Regional Chief Chaplain, as per the structure at the end of this by-law.

 

 

Duties of District Chaplains: 

1.      These Chaplains will be appointed by the members of their District, and be responsible to the Regional Chief Chaplain.

2.      He/She will be responsible for an effective chaplaincy service in his/her area.

3.      He/she will appoint station/town co-ordinating chaplains if needed, after first consulting and getting the approval of such appointments from the Chief Chaplain. Thus, the Chief Chaplain will have to approve the persons for the position of station/town coordinating chaplain.

4.      He/She must be an active member of the ESC (SA).

5.      He/She must be operative.

6.      He/She must have a minimum of 4 meetings per annum with all the chaplains in the district. 

7.      He/She must be available to attend, and possibly chair, all meetings of chaplains in the district.

8.      All decisions regarding the chaplaincy, changes in call-out procedures, active and inactive members, etc, must first be cleared by the Chief Chaplain.

9.      The Regional Chief Chaplain must be notified of all meetings of the district, and minutes must be forwarded to the Regional chief chaplain by the District chaplain. Where, and when possible, the chief chaplain will attend some of these meetings.

10.  The District chaplain must be available to attend meetings, and arrange meetings in the district, where he/she can represent the district and represent the Regional Chief Chaplain, and promote the work of the ESC (SA).  The Chief Chaplain must always know about such meetings, and should, where possible, attend such meetings with the district chaplain.

11.  The district chaplain must be available to attend quarterly meetings with the regional committee.

12.  The district chaplain should be able to represent the Chief Chaplain, only if events should take place, where the Chief Chaplain can not be, and request the district chaplain to represent him/her.

13.  The District Chaplain should guard against doing most of the calls in the area, as he/she has the responsibility to see that other chaplains get an equal opportunity to serve the Lord in their calling.  The District Chaplain may not be the only person called by the control centers, or dispatch rooms, but make sure that a proper roster is available, and all chaplains are equally used, to their availability. Also, this person must make sure that this is happening in all the stations in his/her area, and that all chaplains adhere to this same rule.

14.  The District chaplain will be responsible to make sure that proper duty rosters are made out, and that all chaplains gets an equal opportunity to minister in the areas they feel called to.

15.  The District chaplain will be responsible to collect, check, and report back on all statistics, and call-out forms on a monthly basis.

16.  The District chaplain will be responsible to report all problems regarding chaplains, calls, or conflict between members, or members and staff immediately to the Regional Chief Chaplain.

17.  The District chaplain must always report any major incidents to the regional chief chaplain as soon as they are made aware of them.

18.  The District chaplain will be responsible for providing the Chief Chaplain with all financial statements of the district on a quarterly basis, and annually fully audited statement

19.  NO fund raising, or fundraising projects will be allowed by a District Chaplain, or use of the National NPO number will be allowed by the District chaplain, without obtaining the necessary written permission from the executive via the Regional Chief Chaplain.

20.  The District Chaplain will make sure that himself/herself or any other member of their district’s chaplaincy  does not act as representative of the Chaplaincy to the Media, or make any statement or presentation to the media, or media related organization without clearing it with the executive.

21.  The district chaplain will uphold the Code of Conduct of the ESC (SA), as well as the Constitution of the ESC (SA).  The District Chaplain should be familiar with Constitution and all bi-laws and policies of the ESC (SA).

  

 

Duties of a Co-ordination Chaplain. (Responsible to the District Chaplain).(Optional.) 

1.      This Chaplains will appointed by the District Chaplain, after obtaining permission from the Regional Chief Chaplain.

2.      The position of a Coordinating Chaplain is ONLY an administrative position, and not an executive position. All decision making will be left to the District chaplains, after consultation with the Regional Chief Chaplain.

3.      He/She will be responsible to the District Chaplain, and to assist to have an effective chaplaincy service in his/her assigned location.

4.      He/She must be an active member of the ESC (SA).

5.      He/She must be operative, thus, the coordinating chaplain must also be on a roster, and actively tend to call-outs as all other chaplain.

6.      He/She must be available to attend, and possibly chair meeting in the assigned area of his/her responsibility, and send a written report on these meetings to his/her District Chaplain.

7.      The coordinating Chaplain should guard against doing most of the calls in the area, as he/she has the responsibility to see that other chaplains get an equal opportunity to serve the Lord in their calling.  The coordinating Chaplain may not be the only person called by the control centers, or dispatch rooms, but make sure that a proper roster is available, and all chaplains are equally used, to their availability.

8.      The coordinating Chaplain will be responsible to report any problems regarding the call –outs, conduct or actions of chaplains in his/her area to the District Chaplain, or Regional Chief Chaplain in the absence or unavailability of the District chaplain.

9.      The Coordinating chaplain must always report any major incidents to the District Chaplain, or Regional Chief Chaplain in the absence or unavailability of the District chaplain, as soon as he/she are made aware of them.

10.  The coordinating chaplain will uphold the Code of Conduct of the ESC (SA), as well as the Constitution of the ESC (SA).  The coordinating Chaplain should be familiar with Constitution and all bi-laws and policies of the ESC (SA).
